Improving Washroom Access at Binbrook Conservation Area

If you've spent an afternoon at the picnic areas in the Binbrook Conservation Area, you may have noticed that some spots are a considerable walk from the nearest washroom facility. For families with young children, older visitors, or anyone with mobility considerations, that distance is a real barrier.


I've been working on two fronts to address this.


New Comfort Station - Open This Season


This year, visitors to the beach area at Lake Niapenco will find a new, more accessible washroom facility - a comfort station that replaces and significantly upgrades what was previously available on site.


This project moved forward through a creative financing arrangement. I brought forward a motion for the City to act as a bridge financier for the NPCA, with Council approving up to $500,000 from a City reserve as a loan. The NPCA will repay the full amount with interest over five years through its operating budget. That approach allowed construction to begin last fall and the facility to be ready for this season - something that would not have happened as quickly through conventional funding routes.


Exploring Eco-Toilets for Picnic Areas


The second piece is still in the exploration stage. I've brought forward a motion for NPCA staff to examine the feasibility of eco-friendly outdoor washroom options - specifically eco-toilets - for picnic areas that remain far from existing facilities.


Eco-toilets are worth considering seriously. They are accessible and barrier-free, self-sufficient and off-grid, odour-controlled, and significantly more cost-effective than traditional brick-and-mortar construction. They've been used successfully in other jurisdictions and offer a practical solution for remote park locations where running conventional plumbing isn't feasible.


NPCA staff will review the performance history and functional reliability of eco-toilets used elsewhere and report back to the NPCA Board of Directors. If the review supports moving forward, we'll explore whether a cost-sharing agreement - using Ward 11 reserve funds - could help offset the costs.


The Bigger Picture


Binbrook Conservation Area is a genuinely special place - the only Conservation Area in Hamilton owned and operated by the Niagara Peninsula Conservation Authority, fed by Chippewa Creek from Mount Hope through Lake Niapenco. It draws visitors from across the region. Getting the basics right - including accessible washrooms throughout the site - is part of making sure it works for everyone who visits.
