Elfrida Lands Planning Application: What Ward 11 Residents Need to Know

The City of Hamilton has issued a Notice of Complete Application for an Official Plan Amendment related to the Elfrida lands in Stoney Creek and Glanbrook, including lands in Wards 9 and 11.
The application was submitted by Bousfields Inc. on behalf of Elfrida Community Builders Group Inc. It proposes an Official Plan Amendment to establish a Secondary Plan for the Elfrida expansion lands. In plain language, a Secondary Plan is a long-range planning document that helps guide how a community may develop over time, including land use, roads, services, public spaces, and other planning considerations.
The City’s file number for this application is DPA-2026-00080.
This notice is the first step in the application process. It does not mean the proposal has been approved. It means the City has received the required application materials and the public review process is now underway. The City has mailed notices to property owners within 400 metres of the subject lands, and residents are invited to provide comments early in the process.

The Elfrida lands are part of a significant planning discussion for the east and southeast areas of Hamilton. For Ward 11 residents, especially those in nearby communities, this process matters because future planning decisions can shape how growth is managed, what infrastructure is needed, how traffic and roads are planned, and how new development fits with existing communities.
At this stage, the most important thing residents can do is review the application materials, ask questions, and share comments directly with the City’s Planning Division.
How to Review the Application
The City says the proposed application and supporting information are available through the Planning Division and online at the City’s Urban Boundary Expansion page. Residents can also review materials in person at City Hall, 71 Main Street West, during regular office hours, Monday to Friday from 8:30 am to 4:30 pm.

How to Submit Comments
Residents can submit comments to the Planning Division by June 10, 2026. When submitting comments, reference:

The City has stated that public comments will be considered by the Planning Division and included in the staff report.
Upcoming Meetings
A virtual open house is scheduled for Thursday, June 11, 2026, from 6 to 8 pm.
An in-person open house is scheduled for Wednesday, June 17, 2026, from 6 to 8 pm at Winterberry Heights Church, 300 Winterberry Drive, Stoney Creek.
A public meeting is scheduled for Tuesday, August 25, 2026. The City has said a separate notice will be mailed to confirm the public meeting date and provide more information on how residents can stay involved and have their say.
A Note for Residents
I encourage all interested Ward 11 residents to take a close look at the materials, attend an open house if you are able, and submit written comments before the deadline. Growth decisions need careful public review, and local knowledge matters. If there are questions about roads, servicing, community fit, agricultural land, environmental impacts, or how this proposal may affect surrounding neighbourhoods, now is the time to raise them through the formal process.
