Why development takes time: from planning to a finished community

Residents often ask why a development can be discussed for years before homes, businesses, roads or parks appear. Planning approval is one important step, but it is not the finish line.

Large projects can move through several stages before construction begins:

1. Long-term planning — The City identifies where future residential, commercial, industrial and employment growth may occur through tools such as Official Plans, growth studies, infrastructure planning and public consultation.

2. Secondary planning — Larger growth areas may need a more detailed plan for roads, parks, school sites, land uses, servicing and community design.

3. Subdivision and zoning applications — Developers submit detailed plans for streets, housing, stormwater facilities, parkland, walkways and servicing connections. Zoning approvals may also be required.

4. Engineering and servicing design — Engineers design water mains, wastewater systems, stormwater infrastructure, roads, utilities, grading and drainage. These plans are reviewed before work can proceed.

5. Infrastructure construction — Water systems, sewers, stormwater ponds, roads, sidewalks and utilities are built. Much of this work happens underground before buildings are visible.

6. Registration and building permits — Once lots are created and servicing is available, builders can apply for building permits. Buildings must meet Building Code, fire-safety, accessibility, servicing and grading requirements.

7. Construction — Homes, businesses, parks and roads can then be built, often in phases over several years.

Timelines vary by project. Planning requirements, infrastructure capacity, environmental studies, water and wastewater servicing, market conditions, phasing and construction schedules can all affect timing.
