Who to Contact About Dumping: A Resident‑Friendly Guide for Ward 11

Illegal dumping is frustrating, and knowing who to call can make all the difference in getting things cleaned up quickly. Our Roads, Municipal Law Enforcement (MLE), and Waste Bylaw teams work together—but the right starting point depends on where the dumping is located and whether it needs investigation.


Below is an easy guide to help you report issues confidently.

 

Dumping on Private Property → Contact MLE


Q: I see garbage or debris on someone’s private property. Who handles it?

A: This is Municipal Law Enforcement’s responsibility. They can investigate and require the property owner to remove the waste.

 

How to report:


Dumping on Road Allowance With Bags or Identifying Items → Start With Waste Bylaw


If the dumping includes bagged garbage, mail, or anything that could identify who dumped it, the Waste Bylaw team must investigate before Roads can collect it.


How to report:


Q: Why does it go to Waste Bylaw first?

A: Because if there’s any information that could identify the person responsible, an investigation may occur. After that, Waste will advise Roads to remove it.

 

Dumping on Road Allowance With Loose Debris → Contact Roads


Loose materials like:

  • Lumber

  • Mattresses

  • Shingles

  • Household debris

  • General roadside junk

→ These go directly to Roads for cleanup.

A: Yes — if it’s roadside and not bagged waste needing investigation.

 

Why Didn’t I Get an Update After Reporting?

Good question—and one Councillor Tadeson has recently raised with staff.


Teams are now working on improving communication, especially when a resident reports to one department but the issue belongs to another. The goal is a customer‑first approach, where residents receive clearer direction and updates.
