Beach Water Testing at Binbrook Conservation Area: Clearer Information for Swimmers

Lake Niapenco at the Binbrook Conservation Area is Hamilton's only Conservation Area beach operated by the Niagara Peninsula Conservation Authority — and for years, the way swimming safety information was communicated to the public wasn't working as well as it should have been.

The Problem

Both Hamilton Public Health and the Niagara Peninsula Conservation Authority had the capacity to test beach water. Both were doing their jobs. But differences in how each organization reported results to the public created confusion — sometimes conflicting signals — about when it was actually safe to swim. Residents deserved better than that.

What I Did About It

I brought forward a motion through the City's Board of Health and then through Council to bring both organizations together and establish a clear, coordinated approach. One message. No conflicting information.

How It Works Now

Hamilton Public Health continues to conduct weekly water quality testing. The NPCA carries out daily observations of water conditions and initiates additional testing when conditions warrant. All public communication of swimming conditions is now the sole responsibility of the NPCA, delivered through signage at the entry gate, beach and on-site postings, website bulletins, and emails to NPCA pass holders.

The NPCA uses Ontario's Beach Water Risk Management Protocol - a colour-coded system residents can read at a glance. Blue or green signs indicate water quality is within safe standards. An advisory or red sign means elevated bacteria levels and swimming is not recommended. A Beach Closed sign indicates significant contamination. Clear, consistent, and provincewide standard.
