As a City Councillor, Mark can act as a Commissioner of Oaths.  While he is not a Notary Public, a Commissioner of Oaths can help with many requests.  Notaries and commissioners of oaths serve different very different purposes. Notaries are often concerned with witnessing signatures on legal documents, while commissioners of oaths administer oaths and affirmations.
